It has been like this since the DXCC computer system began, with occasional errors in data transcription. I always advise anyone making a submission of cards via field checking to check their listing when the paperwork is returned to them. Mind you the way some people hand write their application it is not surprising!
What has improved is the ease of correcting mistakes now we can email the DXCC desk!
