Well, pre-1973 German QSOs DO count toward DXCC, but as a deleted country.
The rules seem to indicate that deleted countries count for every award
except 5BDXCC and Honor Roll, unless I've read them wrong..

DXCC consists of 335 countries - those are active countries.. A deleted country will be included in your country total but WILL NOT count for DXCC... This is how I understand it -- doing it your way - I add in 13 deleted countries to my 331 active countries - I am on the Honor roll no problem..
