Jim, your best solution to this is to use AR User from VE7CC
(http://www.bcdxc.org/ve7cc/default.htm#prog).Let THAT app do the
heavy lifting of managing your telnet connection (automatic reconnect
is a NICE feature). Then, set DX Base to connect to that program
internally via port 7300. It's nice in my station since I can have
both DX Base and N1MM logger running during DX contests, both
connected to the same cluster, so I can contest and see needed
band/mode/new countries.

First step is to ascertain if there's a VHF cluster in your
neighbourhood. With always-on 'Net connections so cheap and readily
available, I'm guessing there are a lot fewer 2m clusters out there
and more that are Internet only.
If you want to go that route, you'll need a TNC connected to the
computer. In all honesty, 'Net connection is the best choice.
