[Dxbase] WB9CIF/J6

I noticed that I sent this to Jack directly, and not to the reflector.
I did some checking on this, and it seems to happen with any 2x3 call,
not just WB9CIF. Also, it doesn't matter what is put after the slash bar
/KH6, /JA for example, the result is the same. DXbase puts the station
at his home QTH. It only happens when RAC is being used (I don't know
about other call sign databases), but it doesn't seem to have to do with
an error in the database (RAC). I checked several call signs, and it
happened with any 2x3 call that I entered. It didn't happen with other
types of calls - 1x3, 2x1, 1x2, etc. Also, it doesn't happen with calls
not in the callsign database.
