[DXBase] "Unauthorized call" msg in DXB2004

The 'registration key' you received with DXB2004 it tied to certain calls.
In my key, it allows WN9VOL, WA9VOL, and my present call of W9OL
If you tried to enter a call you did not request to be added to your key, you will get
that message.
