[DXBase] ARRL DXCC Country Entity Assignment?

Yes, I realize this is out there in the ADIF original spec, but there was
also a lot of discussion about whether the ARRL would maintain this list and
add new assignments when new countries come along. Since the ARRL makes no
reference at all on any of their forms or web literature, the question
becomes, "who makes these assignments", who maintains the list, etc....
Or, is this something that once existed but doesn't exist anymore?
Anyone know?
