[Dxbase] VU4 info

As the name of our software is DXbase, I'm posting this for users who need to get this one 
into the log. If you think this is off topic, don't read it.
Also I have the qsl info below.

Info has it that the operation will start on Friday, Dec 3.
Preliminary plans are for a station to be on 20 ssb to give as many of the deserving DXers 
a chance.
The other station will jump bands looking for the best qso rate.
Using VOACAP the following predictions were
made for 20 meters.
West Coast 16-20Z, 23-03Z
Midwest 10-11Z, 14-20Z, 00-02Z
East Coast 12-21Z, 23-03Z
QSL cards for VU4NRO and VU4RBI go to VU2NRO, National Institute of
Amateur Radio, Raj Bhavan Road, Hyderabad 500082, INDIA.
