That is not correct. I am a Field Checker, and I have processed cards, and
had them rejected by the League because the cards with multiple Q's were not
all together at the end. The applicant was asked to sort them correctly and
resubmit following the directions set forth by ARRL DXCC Desk.

funny you bring this up. I saw that a while ago and I think it goes to an
interpretation
of the rules.
and also funny is that I was talking to a field checker this very morning
about it.
and his answer was....
"The field checker has some leeway to accept the cards in a way he feels is
easier for
him".
but...
the field checker said....he PREFERS them to be in callsign order, at the
end of the form.
BS7H 10MHZ CW
BS7H 14MHZ SSB
7O1AA 15MHZ CW
7O1AA 28MHZ CW
ETC.
instead of having to spread the cards out, and jump back and forth from the
form to the
cards.
presently DXBase interprets the rules differently.
or at least the person who explained the rules to DXB interpreted them that
way.
now remember, the form is only needed for Field Checking,
so here is how I got around it...my workaround
I gave each of the multiple qso cards a special code in the Special1 field.
(remember to jot down each of these 'special codes', I use the callsign)
and ran separate awards sheets for all the single qso cards, and then ran
each of those
'special code' forms individually
then just attached all the forms together with a paper clip.
sort of a mixed 'machine/manual' method
when I presented it to the field checker...he had no problems, and accepted
them promptly
