[DXBase] if you ask for help, please include this info

My memory is failing fast.
And I can't always remember how a feature worked in past versions.
So it would be of help to all of us if you would always include what Version
of DXBase your using and what version of Windows OS your using.
Please include what kind of CDrom callsign database. What kind of rig
interface if that is your problem.
There are some differences.
