[DXBase] TIMOR-LESTE change of entity name

I do not believe the ARRL/DXCC have made any decision on the status of 'East
Timor' or 'Timor-Leste' as yet.
But the name appears to be changed.
Actually I think it's the local translation.
From this site it looks like East Timor is translated at Timor Leste
