[DXBase] 60m Logging

The 60 mtr was not around when the latest version of DXbase was released.
It is therefore not a supported band at the present. It also is not valid
for any awards pending review by the various award sponsers. In order to
get the Qs into your log, it will be necessary to pick one of the bands that
you don't use and select that. You can also make a special entry into one
of the special fields or one of the user check box entries. This would let
you identify the 60mtr Qs in your log for the time being.
