[DXBase] VHF Packet screen on startup

Use the 'minimize' button.
It will close and come to rest at the bottom left of the screen where it can
be covered by any other window.
Close DXBase properly and this will be remembered for future startups.
Actually almost all DXBase windows perform this way.
