[DXBase] Filtering of duplicate spots

I find the following example:
18074.1 9G5ZZ 0031Z - - this was transferred to the needed window.
18074.1 9G5ZZ 0113Z - - this was NOT transferred to the needed window.
Apparently the distance between these two spots, 42 minutes is within the
range to eliminate duplicate spots.
If this is what is happening, and it appears so, then I think this is too
great a time displacement. Generally I would say that by 42 minutes a spot
is dead.
15 minutes would be more like it.
I can't find anywhere to set the time offset.
