You may find that there are cases like this concerning the old USSR, the new
federation and the independents.
Yes, accept the option to map that call sign to Armenia if the card/date so
indicate.
At least that's what I do.
And consider yourself lucky, the qsl indicates it's entity name. I've gotten
some with out naming the specific entity.
I have a Russian conversion chart at www.files.billnjudy.com that may help.
