[DXBase] LOTW submission

Remember to add in your County and CQ and ITU zones!
You might want to use the DXBAse wizard to select just a limited date
range initially and thus submit just a small snippit from your log.
That way you can be sure you have things right before you submit the
whole thing. And incidentally when you submut the whole thing you can
resubmit the q's you first uploaded and they will be just overwritten.
No duplicates will result. I don't know if this is documented but that
is what happened when I did so.
