[DXBase] DXCC QSO Form

It probably does not matter anyway. The DXCC page on the ARRL website
has an updated (05/03--??) application form vs. the one in DXB2003
(4/01), and all they mention is to list the QSO's in order by band/mode.
I guess it's all irrelevant after all.

At the time the format of this form was created, we reviewed it with the
DXCC Desk at the ARRL. At that time, they did not care whether the QSOs
started with 160, down or if they started with 10 and up. In fact,
they
pointed out that the form is rarely even required. (But maybe that has
changed.) They simply wanted the bands sorted together and within each
band
wanted the modes sorted. This makes it a little easier for their typist
to
input them. The DXbase ARRL form has been used by a lot of folks
without
problem.
