Your outgoing bureau is much more stringent than the ARRL outgoing bureau.
Until a possible workaround can be developed, might I suggest you use the
'GROUP' feature,
you can mark all USA as Group U in the Pending QSL window.
Then you can just print USA only.
You can further set the W4 situation as a different Group Character.
One of the automatic ways of doing this is via the Wizard. It has a Set
Group option that can be used.
As for the via manager...Yes, that is a situation that I have also.
Hope this helps cut down some of the tedium of sorting. I've been a DXB user
for years and I'm still learning tricks using the Wizard.

Yesterday I printed out my first labels. We have our monthly meeting next
friday and because the program is still new to me I wanted to be prepared to
have my qsl cards ready.
Lucky me, I sent more than 5 hourse sorting all qsl for the USA, what a big
work. This because the program only print in alphabetic order but we over
here have to send in are qsl in a specific way.
I really, really hope that an update on print outs can be integrated real
soon, I don't think I will see myself doing this again next month, haven
+300 qsl's to USA every month.
To provide info here's how we have to send in our sorted qsl.
- We have to make 2 bundles of cards, one for USA only and one for the rest.
- Second all the cards have to be sorted in alphabetic order in both stacks.
- A QSL card for a statin via a manager (bureau) has to be sorted on the
managers callsign
(f.e. 3X8VV via F5RTF is printed out and sorted like F5RTF)
- For USA, number 9's are highest, number 0 lowest numbers.
- For USA, all numbers come togheter, not mixed on the prefix letters.
(f.e. first WA9, N9, KB9, AA9, than WA8, N8, KA8, K8, AH8, A8, etc...)
- For USA, the number 4 is special, we have to have all 3letter suffix last,
2letter suffix next, just like example above)
(f.e. first WX4DRE, N4ZTY, KB4RYT, AA4YTA, then WA4TT, W4DF, K4ER, A4TY,
etc...)
I hade this feature in DX4win working like a charm for us european qsl'ers.
Now I had to send 5 hours on sorting out all my US cards, bakc in order for
our QSL bureau.
I don't like to export all my QSL just because Dxbasa can't handle this
printing, the rest seems to be very powerfull.
I find it rather funny nobody has claimed this feature already ?
