[DXBase] Radio not responding, intermittent?

An initial test seems to indicate that this works!
I notice a increased lag, but certainly something I can live with if it
fixes the problem. If time proves PACING=15 is successful, I will
experiment with intermediate values to find the lowest allowable setting.
It will take some time to convince me this is the proper solution, but I
thought I'd post back now in case anyone else is having this trouble.
One of the next steps I will take now that I know this is installing a
beefier, very well shielded serial cable. It could be a loss / voltage-drop
issue.
