[DXBase] sort by prefix and label printing

Ron,
That's just the beginning of complexity.... consider multiple Qs for same
call on same label. If not sorted by callsign, that process would break
since the way to know when to move on to the next label is when the callsign
that is next in line to be printed is different than the last one printed.
