[DXBase] Exporting DXbase 2002 log to ADIF

I posted this to someone else off the list but the additional info
may be of interest to some:
I think Cosme may be simply assuming ... because the European
format causes the frequency in the ADIF file to be expressed in
MHz in a way the DXbase ADIF routine is expecting.
Even then it may only work because DXbase makes some assumptions ...
1) DXbase stores the frequency internally in KHz (American format -
period as the decimal symbol)
2) DXbase's ADIF import expects the frequency to be in MHz (per
ADIF standard) in American format (period as the decimal symbol)
3) DXbase does not seem to respect (observe) Regional Settings
I have played with Cosme's program some more this evening and found one
interesting thing ... It does not export the fraction of KHz digits no
matter how one configures the Regional Settings!
Perhaps Cosme and Jack should discuss the assumptions each is making.
