[DXBase] ICOM 756Pro and ProII control changes

Those who are running the ICOM 756Pro and ProII may want to obtain modified
Radio.Ini files from me.
I have not spent the time to fix all the problems, but I have made two
useful changes (useful to me at least).
1) For the ProII the default address is changed to 64 per the ProII user
manual.
2) For the Pro and ProII I am providing each an extra definition:
IC-756Pro_NoSplit_1 and IC-756ProII_NoSplit_1
 The _1 is the revision level, since I may make additional changes in the
future.
 The purpose of these is to completely disable the split setting. I do
this for two reasons. The primary reason is that I use the far superior
Dual Watch feature. Split is antiquated and I never use it. Its far easier
for me to let DXBase set the primary frequency and then hit the Dual Watch
myself and set it up rather than undoing Split manually. Secondly, spotters
are not very consistent, and I find split at times gets set entirely wrong,
at times different bands for vfo a and b!
I would have liked to implement Dual Watch, but I have not had time to study
what DXB2002 offers in control possibilities to even know if this is
possible.
I do have the full programming specifications for the ProII Communications
Interface, so its possible I might be able to do this if I can find the
time. This information is in the ProII manual, and probably in the Pro
manual.
