[DXBase] TS-850 and RIGBLASTER PLUS sending CW

The rigblaster PLUS has the cw/fsk keying circuit built in; I think it uses
optpisolators and can be configured to key on DTR, TXD or RTS. A separate
keying circuit is not needed with the PLUS.
