[DXBase] Remember to check your pc clock

Yes, what you are missing is the fact that Windows does use daylight savings
time in setting the correct system clock time, assuming you haven't disabled
it for the timezone you have selected. So, if for whatever reason your
machine did not make any necessary adjustment for daylight savings time and
thus has an incorrect system clock time, then any software that relies on
your system clock will also get the wrong time. UTC really has nothing to
do with anything as it is a simple conversion performed by Windows based on
your system clock and the timezone you have set.
