Back in my day many small Pacific Islds had LORAN stations operated by
the US Coast Guard. We would fly supplies in via USCG C-130 acft based
in Hawaii. For the far Pacific (Iwo Jima and Marcus) we would get
supplies at Yokota AB in Japan. For Palau, Yap, Ulithi, etc, we would
go to the Philippines. Every USCG LORAN station was equipped with a
KWM-2A, 30L1 Amp, and Mosely TA-33 yagi for use on the MARS bands.
Some guys got a ham license, or were pirates, and put the stations on
the air. I operated from most of them on layovers and once from the
Air Force station on Johnston Isld. As small as Johnston was the Coast
Guard was on a smaller island a couple of miles away. The Coasties
went to Johnston for R&R. But the other LORAN stations were only
Coasties and some JA pers running a WX stations.
These were US Territories and US ham licenses were legal. As far as
having permission to land that was never an issue. So it seems if a
person was able to land on Wake, either as a member of the military or
a contract worker, he/she should be legal to operate from the island.
Wake used to be a major refueling stop for Air Force acft. At times
there would be maint issues or other problems requiring them to RON.
So if there was a ham on one of those flites and he was to make
friends with either the Coast Guard or air Force trustee of their ham
stations it seems he/she should be legal to get on the air.

Lets really muddy these waters up. My only contact with them, on 30M,
was confirmed on LOTW *and* I submitted it as a band entity counter
for DXCC and it was accepted for credit in late December 2018.
It still counts as of today. Though I bet if the ARRL does a audit and
cleans this up, I will lose that credit for 30m. That happened to a 9Q
station several years ago and I lost a 10m contact with them after I
submitted its LOTW confirmation.
