Not that I condone Lou's attitude by any means, but at least he's upfront about it.
First (and to date only) UK contact I made on 160 (just prior to a tree trimmer taking out that antenna, but that's another story) changed his QRZ.COM profile about 2 months after I worked him... from asking for green stamps only to an outright refusal to QSL. Of course, anyone who worked this station (under an "M" 1x1 call, to boot) and requested a QSL prior to this change appears to have been SOL.
Muchly annoying, but I know better now than to bother to work him again.

When you ‘find’ someone like Lou EA3JE on the bands it can, sort of, take the edge off the pleasure of the hobby because of the ignorance and disrespect shown by the bloke at the other end.
Lou has NEVER shown the civility so many others in our hobby display in exchanging a QSL - even one for an initial contact! But that is the sort of bloke he is.
My first QSO with him was in 1982 and I have never worked him beyond 2005 because of his QSL attitude - even when I could hear him calling me over the top of a EU pile in my late afternoon LP to EU session. (Yep, even Aussies are desired DX LP on 20 from time to time).
Missing out on a 160 metre confirmation must vibe awfully frustrating but hang in there and GL for another one to happen. Sadly Lou’s signal was/is one of the best from EU/EA.
