I have received several QSL's via RW6HS FB no problems.
These are his instructions as I understand them (It works for me)
Send him money via PayPal. On PayPal you have two choices:
1. Paying for goods or services.
2. Gift to friend or family
He wants you to use gift to friend or family. If you use paying for goods or services he has to pay PayPal a commission and it will take longer.
On the PayPal page there is a place to send a note. Use that to give the QSO info:
K7ACZ 25/08/2013 (outside the USA the format is DD/MM/YYYY) 1234Z, 20 mts CW 59
Then add your mailing address
After sending the money via PayPal I send him an email telling him I just sent him money and repeat the QSO detail info and my address in this email.
He does not want you to send him your QSL or SAE. I suspect they might just get lost if you do send them.
Yes, ClubLog OQRS would be better but this is almost as good and you do not have to worry your GS or IRC will be lost.
Cards I have received using this method are: T6T, EX2F, EX2V, and 3W1T.
He will send me an email telling me when he places the cards in the mail. It seems to take 2 weeks to a month before they arrive. They come in a regular envelope with Russian stamps. I have not been able to figure out the postmark as to when they were actually mailed to determine the transit time. However, they do arrive and all is good.

I have current information from Vasiliy, but do not know what to make of it! Just this AM he responded (very quickly) to my 2nd request for info and clarification. He seems to want to impress that there should be no call signs on the envelope. I get that. He offers PayPal but it is unclear just aht to do and what that payment covers. I am not going to pester him again. I will send an SAE and QSL information in the envelope. I will then send to paypal the $ and QSO info and see what happens.
