I've got the point.
Well, an answer is the same.
The Japanese post offices with currency exchanging capabilities provide "absolutely spotless" USD.

It is very easy for us to get green stamps.
The relatively larger post offices and banks which are located in the cities
provide the currency exchange services.
Especially for the relatively larger post offices, they have a lot of US1ドル.
They may know the purpose of us?
(The hams living in some rural areas may have some problems.)

Let's give the Japanese ops their due in a couple of areas though. (I
operate also as HS0ZAR and we work a lot of JA's from there).
1. How do those JA's get these pristine, absolutely spotless green stamps
when I can't get them from my own bank here in the U.S.?
2. At least Japan still sells IRC's, which are still required by some
managers in CIS countries.
