[Dx-qsl] New DXCC Rules

The way I understand it...
(a) It no longer matters where the operator is. (Sumner said the operator
"could be on the dark side of the moon, as long as they could figure out
the remote access/control thing.)
(b) The TX and RX antennas need to be within 500 miles of each other and in
the same DXCC entity. (I think that's what it said.)
In the next rendition, maybe DXCC will be like participation trophies for
little league... you know, everyone gets one just for "trying".
