The second half of that rule makes it clear that what you propose below would be a violation.

Stations on the east or west coast NA to help with my 9B DXCC.
Stations would work the dxpedition using my call sign (a remote approved operation).
Stations would email me the contact details.
Stations would be paid using PayPal after confirming said contact.
