You're right.  It IS about the dollars.  Mainly the 400,000 of them that it cost to put it on the air. FOR YOU.   
Those that donated  before a cutoff date have already received their LOTW credits.  I got mine.  And no, I didn't donate a lot.  If you don't want to donate, that's your prerogative, but don't DEMAND this and that.  You'll get your LOTW and/or card in due time.
This hobby has costs.  Can you imagine a qsl manager returning a card direct to someone from whom they didn't receive an sase?  Why wouldn't the manager spend HIS money to provide the service?   I'll think I'll try that and see what happens.  No, I wouldn't do that.  I have the greatest respect for most managers and the job they do and I also don't expect them to foot the cost for providing that card for ME.  And if you don't want to include that SASE,or IRCs or greenstamps.  there is always the bureau.
Of course, you might have to wait a bit.
