My understanding is that Svein was almost a year in JX,
and started responding direct requests in late April
upon his return to LA-land.
Only 2 months later he moved to JW (Bear Isl.EU-027)
for another 6 months assignment.
Now the question is if he delegated QSL processing to someone else
while on assignment, or we have to wait another 6 months?

It does seem rather fishy that some get their qsls and others never. The pattern seems to be more the non-receivers.. Good qslers (managers) never have this problem.. go ask about G3TXF, KU9C or N2OO or take a look at the Qsl manager member association.. you hardly ever see anybody complaiining about qsling these guys.. they take it very seriously.
