I think I may have my problems solved. After lots of phone calls I got 
in contact with the person at the district office that was giving out 
the bad information.
I received a phone call back for the district office admitting they were 
wrong and would make things right buy sending a notice out to all 
district postmasters
with the correct redemption information immediately. They also said they 
would make calls to each of the post offices I went to and talk directly 
to the postmaster.
I will give it another try tomorrow and see if they really follow 
through with their promises.
