Will is right.
JB and JC are not published to the amateur radio in Japan.
Here is a good web site to learn the Japanese ham radio call sign rules.

There are no JC callsigns.
You most likely worked KC2NYU who is active on psk31.

Hello,
Had a PSK31 QSO with station identifying as JC2NYU on August 3 2013 @ 1312
UTC on 14.07 (I'm in Brooklyn, NY) but I can't find any info on him other
than that this might be a Japan station. Not on QRZ, eqsl or LOTW. Can
anyone help me locate for qsl?
