What it means is that you should think long and hard about the DXCC rules as
they currently stand...
What needs to be tinkered with & why...
What needs to be left alone...
And then contact your DXAC representative and make your arguments for (or
against) possible or proposed changes.
You may not get another chance like this for another decade.
