[Dx-qsl] DXCC Study

I sincerely doubt much will be accomplished in the review and I'd wager
it'll be more of a tinkering than an overhaul.
While I'd love to see them get rid of grandfathered status of entities that
no longer meet today's criteria, I can see the massive hue and cry from The
Deserving if they did. I do think remote operation should be addressed
specifically and the eligibility for award status clearly stipulated for
remote operators. I also wouldn't mind if they changed the rules so as to
allow Kosovo to become part of the DXCC fold, as well as other places that
may someday be in the same position. 
If they're going to do anything at all with entities like Scarborough, Mt.
Athos, the UN and ITU buildings, SMOM, etc, then maybe look into a sunset
timeframe where they'll become deleted after X years. But as I say, I doubt
that would fly and the excrement storm that would result would be worse than
we say in the Dayton parking lot in 2011.

These changes **
**to DXCC have been very successful and resolved many previous problems and
** **inconsistencies in the DXCC rules and program; and,** **WHEREAS during
this time, changing international conditions and situations now ** **warrant
review of these rules to insure the DXCC rules acknowledge such changes and
** **events. ** **NOW BE IT THEREFORE RESOLVED that the ARRL Board of
Directors tasks the ** **Program and Services Committee to request the DX
Advisory Committee
(DXAC) study **
**and, if warranted, recommend changes to the DXCC Rules for the ARRL Board
of ** **Directors to discuss.** **A status report shall be forwarded to the
Programs and Services Committee prior to the ** **January 2014 Board Meeting
with a final report and recommendations forwarded to the ** **Programs and
Services Committee prior to the July 2014 Board Meeting."*
