Consider how much of their time is required if it is still on paper -
referring to that list when processing DXCC applications. They would
have to do it for every single card, for every single application.
Their knowing some station does not count but members must still submit
cards that won't be accepted making more work for them & therefore
consuming more of their precious time strikes me as something less than
optimal, but if that is what the members want, then that is what
everybody gets...
