[Dx-qsl] LoTW Uploads

Similar problem here although not "over a week". I checked some stations I worked with and one of them was near real time, including CQ WW upload: 2012年11月25日 08:30:40Z. It doesn't look like it is first come, first served. Some sort of priority queuing maybe based on the rarity of the DX.
