If he was signing VE3OOG/P then my guess is that he was in the Canadian
arctic (not ANTarctic) and the operation would only count for Canada in
terms of DXCC.

There is no "proper prefix" for any territory in the Antarctic Treaty area.
Every nation with a presence in Antarctica uses callsigns from its own
allocation for operations from the bases it controls.
