Also, the entity should be deleted, if you have to build scaffolding to make a place to operate.  We all know how small a shack can be, but if it isn't big enough to use, then it can't be an entity to operate from.

The matter of fact there should be automatic deletion
if the entity is not activated 15-20 years.
