[Dx-qsl] 3v8bb

My log book and cluster indicate the 3V8BB is a member of LoTW.
Of my many 'contest' qso's with that station/callsign, I have only one 
LoTW qsl.
For a 1996 qso.
Am I correct in assuming that 3V8BB and/or whomever is the 
trustee/administrator who applied for the LoTW certificate is no longer 
uploading logs to LoTW? (I 'think I read' that the station has has many 
guest ops which may explain the lack of qsling)
Is there a way to find out if the certificate has expired or still valid?
