USPS large flat-rate boxes are probably the best way to go. The days of
surface mail originating in the US are long gone at this point. I'm guessing
that those 1250 cards weighs roughly 16 pounds (typically about 75 cards per
pound). The large flat-rate box is 58ドル.50, with a maximum weight of 20
pounds. If the bulk of the cards is too much for one flat-rate box, you
could probably get the rest in a medium flat-rate (long) box, at 45ドル.50
(cheaper if you print the postage labels themselves at home on your printer
rather than have the post office do it).
The other option is an M-bag
(http://pe.usps.com/text/Imm/immc2_022.htm#ep967275 direct sack to one
addressee). The cost is 37ドル.95 for up to 11ドル pounds then 3ドル.45 for every
pound above that. You can send QSLs via the M-bag since they qualify as
printed matter. This is probably your most cost-effective shipping option.

I am QSL manager for 5X1RI (op is VU2CAC). He is currently in England, and
wants me to send the 1250 cards received to date over to him.
What is the best way to do this? I went to local UPS Outlet, 300ドル for UPS
(no way), and 120ドル for USPS box but they could not get their machine to
print out the label...it kept saying "have the customer call this 800
number"
Is there not a way to ship this set of 1200 QSL cards using the slow boat
across the Atlantic for 20ドル?
