[Dx-qsl] Time to update the GS-IRC Chart again

Come on guys...I was just calling attention to 1 unit of MINIMUM postage 
sent air mail....as shown on the IRC. If you want to send more do
it!!!!!!! ...I need to increase my info to 2 IRCs if you wish a card 
from me;-)
