Ron may well have a point with some unscrupulous DX operators and
administrations but I do hope we're not going to be drawn into another long
drawn out thread about about "IRC Rules".
The bottom line is. All over the world, PO administrations, right down to
individual clerks, interpret the "rules" differently or simply make them up
to suit.
Now you can't expect every DX operator faced with 1000s of QSL requests to
possibly travel many miles to have face to face confrontations at his PO
about the "rules" every time he wants to check some in.
So if you really want that QSL, 37 successful years of QSLing experience
tells me that the best course of action is to simply cough-up and be done
with it. ;-)
