[Dx-qsl] Italian Postal Rates?

Several recent QSLs I've received from Italy have had 1.60 Euros of 
postage on the envelope, and this does appear to be the normal rate now 
for airmail from Italy to North America.
Today, I received my QSL from 5M2TT, requested through their online QSL 
request system. It was mailed on May 11 from Italy and arrived in 5 
days, so it obviously came by air. The envelope was sealed but it was 
not an airmail envelope. It had only 0.41 Euros of postage. The 
cancellation says "postatarget". Can anyone explain this? Thanks!
