The former Southern Sudan (ST0) was admitted to the DXCC list under a rule
that no longer exists. The new entity will have a new prefix block and
will be listed: (1) when UN admits it as a member [Rule 1a)] or (2) the
ITU assigns its own prefix block to SS [Rule 1b)] ("the event date").
QSO's with the former SS from May 7, 1972 to December 31, 1994 count for
DXCC total, but not for the Honor Roll. 
 
BTW, I still don't understand why Kosovo cannot be added to the list as a
"special entity". It is an independent and sovereign nation, and we, the
United States, as well as 75 other countries in the world, recognize it as
