The really tough one to figure out is UA9 S and T. Those suffixes are
assigned to Orenburg oblast, which is split between Europe and Asia by
the Ural River. Several UA9s have assured me that the CQ rule that
UA9S is Europe, hence Z16, and UA9T is Asia, hence Z17, is simply not
true. The two suffixes are assigned randomly by the Russian
authorities, who don't give a **** about CQ Zones !
My understanding is that all the UA9s in Orenburg would like to be
assigned by CQ Magazine to Z17.
