[Dx-qsl] 5R8NL PO Letter Theft

I have had both happen. One I know was from a stateside mail processing 
machine since the return came from Baltimore and was destined for a French 
manager.
No one is perfect. There was a time when some pilferage was taking place a 
while ago in the USPS, but as I recall a sting put a number of their 
employees away for a long time. It was in a larger city processing center. 
I don't think I have seen any, or have heard of any, pilfering since. That 
doesn't mean it bad things still don't happen. I had several BAD 
experiences with LU QSL's for 6 meter QSO's, and to the credit of LU3HR, he 
went on his own to send me a registered card from his end after we exchanged 
emails. I'm in the midst of trying to repay him for that, but have to do it 
2 IRC's at a time to prevent non arrival through all the systems.
