[Dx-qsl] LOTW for PJ2T and PJ7E

My understanding is that all of the new entities won't take effect in LotW until after 1 January 2011, to give the DXCC desk a chance to close 2010 out.
Once they are active in LotW, the credits will be retroactive to the start date for the new entities.
I don't believe that the logs can even be uploaded into LotW yet, since the certificates for the new entities don't exist yet.
We've waited this long, a few more weeks won't kill us!
