Tim,
Regardless of what you proposed in the chart below, the PO ultimately
determines the postage rates and classes. There is nothing any of us can do
about that. The only thing the bureaus and sorters can do is to understand
the postal rules and be smart about how they package and mail cards to
achieve to lowest possible cost for the end users.
Your chart below could potentially have someone over paying postage when it
could have gone at a lower rate/class. The rates are determined by weight
and 3 classes (Letter, Large Letter and Package). See the pricing on the
cover and letter/package specifications on page 44.

In your friends case, based on the information provided, his bureau manager
overpaid the postage required to send the cards.
* His envelopes were sent at the "Large Envelope" rate because each envelope
exceeded 3.5 oz in weight. A total of 2ドル.78 was spent to send his cards.
* His cards could have been sent as one unit in a larger envelope at the
"Large Envelope" rate of 2ドル.07 a savings of 71 cents.
Envelopes go at the "Large Envelope" rate if they do not exceed 3/4 inches
in thickness. In this case the two envelopes combined would have been less
than 3/4 inch.
* Worst case it would have gone at the "Package" rate of 2ドル.41 which is
still a 37 cents savings.
The one wild card not figured into the price is the non-machineable
surcharge. It seems to vary from clerk to clerk as to the surcharge being
applied.

Thanks for all of the responses on this topic. I found it interesting how
differently each of the district buros handles their cards with sizes of
envelopes etc.
The 6th Area Buro uses a #35 envelope, which is 5" X 7.5", so the cards are
in a single
stack in the envelope. The discussion below pertains to buros that ship
cards in
a single stack.
A friend of mine received 8oz of cards (around 60 count) from his 6th
District QSL manager in 2 envelopes with 4 oz each that were just under the
1/4" thickness. Each envelope is considered a letter by USPS and had 1ドル.39
postage on it.
I researched rates on the USPS website tonight, and I would like to propose
the following chart for US Bureaus that ship in a single stack:
