Incidentally, I've not found any local post offices who have the new
2010-2012 series IRCs. They said they won't get any more until they 
sell the
ones they already have on hand, by order of the manager for the area. 
When
pointed out to one epsilon-semi-moron that they're no good after 12/31 
of
this year she said that no, they're accepted indefinitely. I pointed out
that she should read the coupon itself. She did and said it appeared 
as if I
was right, but she couldn't order any more till they sell off all the 
ones
on hand.
Sigh.
